notes: FROM THE SITE: Pakistan Humanitarian Response Plan 2010 IOM has appealed for USD 16 million in 2010 to contribute to relief and rehabilitation activities for families displaced by military operations in the northwest of Pakistan. The IOM appeal is part of a joint UN Consolidated Appeal also called Pakistan Humanitarian Response Plan (PHRP) 2010. The IOM appeal includes funding to provide emergency shelter for returning vulnerable families; reconstruction and development of essential community infrastructure affected by military operations; security awareness training for the humanitarian community; mass communications and strengthening the capacities of local governments in terms of disaster risk management and preparedness. Support to Conflict-Affected IDPs of NWFP and FATA In the wake of mass displacement following the initiation of military operations against extremists in NWFP and FATA, shelter and accommodation became a top priority for the Government of Pakistan. IOM Pakistan’s Emergency Support and Stabilization Unit developed a support programme for the displaced population in Mardan and Swabi residing with host families in line with the Displacement Guiding Principles and the identified priorities of the Pakistan Humanitarian Response Plan 2009. IOM procured non-food items (NFIs) for up to 30,000 IDP families residing in camps and host communities and 5,000 tents for IDPs in camps. The population in camps was also supported with 22,000 jerry cans, 5,200 school packs and 200 NFI kits. Additionally, in response to the ongoing displacement from South Waziristan, NFI kits for 850 families were dispatched to Dera Ismail Khan. Support to Returnees Following the initiation of government-sponsored returns for IDPs of NWFP in July 2009, basic home toolkits were designed to increase the capacity of communities to restart livelihoods, sustain returns and undertake needed recovery and reconstruction work. Under Phase 1, spanning from September to December 2009, 62,694 toolkits have been distributed amongst the registered returnee population of district Buner. Following a request by local authorities, approximately 5,000 toolkits were dispatched to the districts of Swat and Lower Dir to support vulnerable families affected by heavy snow and flash-floods in February-March 2010. Distribution of toolkits comprising of basic home repair and farming tools was carried out in Babuzai, Charbagh, Kabal, Khwazakhela and Mingora tehsils of district Swat and Adenzai and Blambat tehsils of district Lower Dir.
